Hurricane Sandy Spins Up Climate Discussion

The destructive power of the U.S. East-Coast storm stems from factors that include, buy are not limited to, global warming, Nature News reports

The United States is reeling under the impact of a massive hurricane named Sandy, the second to hit the northeastern states in two years. Flooding and widespread blackouts have crippled New York City and parts of New Jersey. Even the upcoming US election is taking a back seat, as President Barack Obama has quit the campaign trail to oversee the federal response. Throughout, there has been frequent talk of global warming as a potential driver of such events, but scientists and the media are still struggling with how to communicate the complexities. Nature takes a look at the science behind the storm.

What is making Hurricane Sandy so devastating?
First and foremost is the sheer size of the storm. As it approached the United States? eastern seaboard on Monday, hurricane-force winds (more than 118.5 kilometres per hour) extended some 280 kilometres from the centre of the storm, peaking around 145 kilometres per hour. Tropical-storm winds registering above 63 kilometres per hour extended outwards for up to 780 kilometres.

Why is it unusual?
Hurricane Sandy is potentially unprecedented, officials say, because of the meteorological context within which it has developed. First, before reaching land, it was feeding off unusually warm surface waters in the Atlantic Ocean. Second, whereas such storms tend to skirt the US coast before drifting to the northeast and dissipating at sea, Sandy has been influenced by a high-pressure system off Greenland that has forced it inland. In doing so, the storm has merged with a winter system moving in from the west, putting forecasters in the unusual position of having to issue snow advisories for a tropical-hurricane system. Finally, the effects of the storm may have been enhanced by a full Moon, which generally means higher than average tides.

What is the link to global warming?
Some scientists point out that we might expect to see more of these types of severe weather events in a warmer world ? even if any one storm cannot be directly attributed to global warming. Earlier this month, a team at the Beijing Normal University in China found that big storm surges have increased in frequency since 1923, and that large-scale events are roughly twice as likely in warmer years than in colder ones. Others have talked about the potential that summer sea ice melt and increasingly open waters in the Arctic Ocean might be altering the flow of the jet stream that circles the Northern Hemisphere, leading to both hurricanes and the large winter storms that have hammered the northeast in recent years.

But the issue is far from settled, and climate change is not the only factor. For example, while sea surface temperatures are currently about? 3 ?C above average along the Atlantic coast, the expected increase due to global warming is just 0.6 ?C, according to Kevin Trenberth, a climate scientist at the National Center for Atmospheric Research in Boulder, Colorado. So while the changing climate certainly plays a role, Trenberth says, there is plenty of space for natural variability.

Going forward, higher sea levels due to global warming are expected to compound the threat of more intense hurricanes. According to a modelling study by researchers at the Massachusetts Institute of Technology in Cambridge and Princeton University in New Jersey, published in February in Nature Climate Change [doi:10.1038/nclimate1389], the combined effects of climatology and a 1-metre increase in sea levels could mean that 100-year surge events occur every 3-20 years by the end of the century.

What does this mean on the ground?
The storm hammered much of the US east coast and an estimated 20% of the US population, from the Carolinas to New England. It drove an enormous storm surge as the anticlockwise winds drive water towards the coast to the north of the storm's centre, leading to severe flooding many areas. In New York City, officials said the surge may have broken a record set nearly 200 years ago, flooding tunnels and subways. Millions of people across the region are without power, and high water levels near New Jersey's inoperational Oyster Creek nuclear-power plant have prompted officials to put the facility on 'alert' ? the second-lowest of a four-tiered warning system. Moreover, the storm could bring prolonged and intense precipitation as it moves inland. President Barack Obama has signed disaster declarations for 12.

It?s not easy growing old. The golden years can be challenged by a myriad of conditions such as arthritis, heart disease and memory loss that often overlap and are increasingly costly to treat.

UC Irvine?s Dr. Lisa Gibbs has seen the toll that time can take on the health of older adults and their caregivers ? and she has dedicated her career to improving geriatric care.

Gibbs became interested in working with older adults during medical school at Stanford, where she became involved in research on Alzheimer?s disease. She nurtured that interest at UC Davis, where she completed her residency in family medicine and then a fellowship in geriatric medicine. ?I realized how vulnerable this population is,? Gibbs said.

She pointed to a couple married for 50 years. The wife had dementia, but then her caregiver husband developed prostate cancer. ?His care was probably delayed because he was so focused on caring for her,? Gibbs said. ?Caregivers also need our care and attention.?

Gibbs leads a team dedicated to providing the best in geriatric care as medical director of the UC Irvine SeniorHealth Center and clinical professor for the Program in Geriatrics. She was granted a UC Center for Health Quality and Innovation fellowship to enhance that care by turning the center into the UC system?s first patient-centered medical home (PCMH) for seniors.

A patient-centered medical home is a physician-led team approach to providing comprehensive primary care. Unlike traditional primary care, the PCMH model proactively manages all levels of care for an entire patient population, rather than focusing only on patients when they seek care for illness or injury.

?We?re hoping that with an interdisciplinary team approach and improved care coordination that we?ll be able to increase the quality of care, improve patient satisfaction and reduce overall health care costs,? Gibbs said.

The SeniorHealth Center already places the patient and family at the center of care, coordinating in teams with geriatricians, psychologists, pharmacists, nurses and social workers, Gibbs said. The fellowship will help lead the center to enhance its services by adding key features:

  • Open access to care, leaving time slots available for same-day appointments. ?This should reduce visits to the emergency room,? Gibbs said. ?Patients will be able to be seen right away by physicians who know them instead of going to urgent or emergency room care.?
  • Electronic medical records to help track patient outcomes and population data.
  • Self-care support and resources.
  • Care management, including individualized care plans.
  • Referral tracking and follow up.
  • Continuous quality improvement.

UC Irvine plans to apply next year for National Committee for Quality Assurance certification as a patient-centered medical home. Then educators will develop related curriculum for medical students, residents and fellows to learn how to optimally care for older adults and share its findings throughout UC Health.

?UC is a leader in developing innovations,? Gibbs said. ?We?re willing to look at different models and newly developed models of health care because we truly do care about delivering the best care and service.?

First direct detection sheds light on dark galaxies

ScienceDaily (Oct. 30, 2012) ? Most people think of galaxies as huge islands of stars, gas and dust that populate the universe in visual splendor. Theory, however, has predicted there are other types of galaxies that are devoid of stars and made predominately of dense gas. These "dark" galaxies would be unseen against the black backdrop of the universe.

Now, an international team of astronomers has detected several dark galaxies by observing the fluorescent glow of their hydrogen gas, illuminated by the ultraviolet light of a nearby quasar. But what exactly are dark galaxies, and what role do they play in the evolution of our universe?

"Dark galaxies are composed of dark matter and gas, but for some reason they have not been able to form stars," said Martin Haehnelt, Kavli Institute for Cosmology at the University of Cambridge. "Some theoretical models have predicted that dark galaxies were common in the early universe when galaxies had more difficulty forming stars -- partly because their density of gas was not sufficient to form stars -- and only later did galaxies begin to ignite stars, becoming like the galaxies we see today."

Haehnelt is a member of the scientific team that detected these galaxies. According to Haehnelt, one can begin to understand the importance of dark galaxies by looking at our own Milky Way. "We expect the precursor to the Milky Way was a smaller bright galaxy that merged with dark galaxies nearby. They all came together to form our Milky Way that we see today."

Another member of the team, Sebastiano Cantalupo of the University of California, Santa Cruz, agreed that dark galaxies are the building blocks of modern galaxies. "In our current theory of galaxy formation, we believe that big galaxies form from the merger of smaller galaxies. Dark galaxies bring to big galaxies a lot of gas, which then accelerates star formation in the bigger galaxies."

The techniques used for detecting dark galaxies also may provide a new way to learn about other phenomena in the universe, including what some call the "cosmic web" -- unseen filaments of gas and dark matter believed to permeate the universe, feeding and building galaxies and galaxy clusters where the filaments intersect.

"I wonder if we can indeed use this technique to see the emission of filamentary gas in the cosmic web, and if so, how close are we to seeing that?" said team member Simon Lilly of the Swiss Federal Institute of Technology in Zurich, Switzerland. "That has been something of a Holy Grail for many, many years and I think this most recent discovery of dark galaxies is a significant step toward the goal."

(AP) ? Activists say Syrian troops and rebels are clashing in a Palestinian refugee camp in the capital, Damascus.

They also say fighter jets have resumed attacks on the northern province of Idlib and suburbs of the capital. Tuesday's airstrikes come a day after activists reported the most widespread bombing in a single day since Syria's 19-month crisis began.

The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees say fighting in the Yarmouk refugee camp broke out after midnight. They had no word on casualties.

Palestinian refugees in Syria tried to stay on the sidelines when the uprising against President Bashar Assad began in March. But many Palestinian youths have joined the fight as they became enraged by mounting violence and moved by Arab Spring calls for greater freedoms.

Big waves washed over roads in Virginia and flooded parts of coastal Maryland as Hurricane Sandy headed north.

Across the Northeast, people boarded up windows and filled sandbags in preparation for the hybrid storm system. Forecasters warned that the megastorm could wreak havoc over 800 miles from the East Coast to the Great Lakes.

Israel's Barak hopes to extend political career

(AP) ? He's been Israel's prime minister, military chief, the country's most decorated soldier and, for the past five years, its defense minister and moderate face to the West.

Now Ehud Barak's long and distinguished career might be coming to an end. He is unpopular with the public, and polls predict his Independence Party will barely make it into parliament in the Jan. 22 election, if at all. Most commentators predict his days in politics are numbered, but others say it may be too early to count the wily general out.

"Barak is all alone now. He just has too many enemies," said political analyst Hanan Kristal. "So why is he running? Is that how he wants to end his career? The only explanation is that he is a fighter, and a fighter doesn't give up."

The 70-year-old Barak earned his reputation as a warrior through a military career that included commanding some of Israel's most daring hostage release operations and raids.

As commander of the elite Sayeret Matkal unit, Barak led the 1972 raid on a hijacked Sabena airliner on the ground in Israel with the commandos disguised as airline technicians. A photograph of Barak standing on the wing in white overalls as the freed hostages were disembarking has become part of Israeli lore.

The following year, he led a commando operation in Beirut, sneaking into the city disguised as a woman.

A war hero hailed as a brilliant military strategist, he was once seen as a worthy heir to his mentor, the assassinated Prime Minister Yitzhak Rabin. But in politics, Barak rose and fell quickly.

In 1999, just four years after retiring from the military, Barak became prime minister. Political allies and foes alike considered him aloof and imperious, resenting the go-it-alone style that served him in the military. His term lasted less than two years ? the shortest ever for an elected Israeli premier ? his government crumbling with the outbreak of a Palestinian uprising that followed an unsuccessful summit with the Palestinian leader and U.S. president.

He was crushed by hard-liner Ariel Sharon in a 2001 election, leaving behind a legacy of failed peacemaking with the Palestinians and Syria, despite unprecedented offers of sweeping territorial concessions, and a contentious decision to abruptly end Israel's 18-year military occupation of south Lebanon. The overnight unilateral withdrawal from southern Lebanon created a vacuum that was quickly filled by the anti-Israel Hezbollah guerrilla group.

Despite the dramatic collapse, Barak credited his wide-reaching offer to withdraw from nearly all of the West Bank and Gaza with exposing Palestinian leader Yasser Arafat's essential rejection of the peace offer ? a view endorsed by President Bill Clinton.

Barak easily recaptured the leadership of Labor in 2007, replacing civilian Defense Minister Amir Peretz, who led a botched war in Lebanon the previous summer. But he remained personally unpopular and his party, which had led Israel to independence and governed it for its first three decades, had lost its public appeal.

After leading Labor to an all-time low of 13 of 120 parliamentary seats in the 2009 election, Barak enraged his dovish base by joining a coalition government led by Prime Minister Benjamin Netanyahu, who takes a hard line toward the Palestinians.

Israeli hard-liners didn't like him any better, accusing him of undercutting the West Bank settlement movement by withholding construction approvals, clearing squatters from West Bank homes and encouraging Netanyahu to support a now-expired, U.S.-initiated slowdown in settlement construction.

Barak eventually broke away from Labor to form his new party, Independence, with a few junior allies. The party never resonated with the public, but Barak himself retained his clout in the Netanyahu government, acting as the prime minister's point man to the United States. There, he was welcomed as a moderating influence on Netanyahu's hard line toward the Arab world and Iran's nuclear program.

Yet even that alliance ? dating back to the 1970s, when Barak was Netanyahu's commander in the commando unit ? seems to have suffered with reports that the two are at odds over whether to defer to the U.S. on any attack against Iranian nuclear facilities. Barak's detractors in Netanyahu's Likud Party want him replaced and have begun criticizing him openly.

Ahead of elections, Barak is trying to carve out his electoral place in the center, by staking out more dovish positions on Iran and separating religion and state.

This strategy does not seem to be working. A new poll published Monday in the Maariv daily predicted Barak's Independence Party would not receive enough votes to win even a single seat in parliament. The survey, conducted by the TNS/Teleseker agency, questioned 500 people and had a margin of error of 4.5 percentage points.

Similar polls in recent days had forecast Barak would win a maximum of three seats. Under Israel's system of proportional representation, the number of votes a party receives determines how many seats it controls in parliament.

Last week, Netanyahu announced plans for an alliance with a party led by his hard-line foreign minister, Avigdor Lieberman, creating a superbloc that appears positioned to coast to victory.

That partnership has fueled speculation that centrist and dovish parties may also join forces. But even that does not bode well for Barak, who has rocky relations with all the major candidates and whose party would likely lose its already small base of supporters to a larger bloc.

Leaders of that potential bloc, however, are new political faces generally considered not experienced enough for the top job.

Barak's party is hoping that his experience will be his salvation at a time when the region is churning with popular dissent, civil war and, perhaps, war with Iran. His party's election ads depict him gazing sternly above the slogan: "Ehud Barak ? because we need a responsible adult here."

"There are many who have eulogized Ehud Barak, and most aren't in politics anymore," said Einat Wilf, a lawmaker in Barak's party. "He's the first who will tell you there are people who don't like him. But we don't have many leaders of his caliber, and people will consider that when they vote."

Barak, who did not respond to multiple interview requests, hopes to cling to the Defense Ministry whatever happens.

If he doesn't make it into parliament, he could still hang on to his job. Under Israeli law, Cabinet ministers besides the premier do not have to be elected lawmakers, and such appointments have been made in the past.

"With so few potential leaders in the ring, he can still fill a role," said Yossi Beilin, Barak's former justice minister. "Therefore it is no surprise that Barak is still a great hope."

Localeze President: Mobile Raising the Bar for Local Search | Street ...

Local search is a booming market, but with a slew of networks to keep track of ? Facebook, Twitter, Yelp, Foursquare and more ? small- and medium-sized businesses face the challenge of maintaining their online presence in several, decentralized platforms. Beyond worrying about maintaining a positive reputation, businesses must also be on guard that basic NAP (name, address, phone number) information ? the anchors of local search ? is always correct ? everywhere.

Localeze, acquired in October 2011 by Neustar, is a listings identity manager aimed at doing just that, both in its work with local businesses and with search engines. Street Fight spoke recently with Localeze president, Jeff Beard to discuss the current state of local search and some broader trends in hyperlocal.

How does an SMB operating with a fixed budget and time constraints manage an online identity across Web 2.0?s array of networks?
Managing an online business identity means conveying to local search platforms the business owner is the trusted authority on the identity of their business. That would include the business name of record, the correct address, the accurate contact information and category detail that comprise the business? online identity. A businesses? online identity should not be confused with advertising, where parts of the identity may be altered to engage in a PPC (pay-per-click) or other type of online advertising campaign. If that identity is recognized by the search platform to be the anchoring point of all other content, then the business is now in a position to help the search platform connect valuable descriptive content from disparate sources to enhance the consumer?s view of [that] business.

In a perfect world, a business would go to a central place to ensure that every local search platform has their correct identity. An SMB with limited time should start by identifying the local search platforms most important to their business and address them. Major search engines are critical, as well as national internet Yellow Pages. While there are also hundreds of hyperlocal or hyper-vertical sites and mobile apps that can drive significant traffic and results, an SMB doesn?t have the time to manage, verify and protect their identity. That?s where Localeze comes into play and works with the majority of the large search, social, navigational, mapping and mobile platforms, and the more vertical directories.

So is that the current state of search as it relates to local business ? overseeing directly relevant digital content the best ways it, legally, can?
Today, local search platforms are flush with rich and descriptive content, a good thing for the whole search market because highly descriptive content makes a consumer?s experience better. But the challenge going forward is not getting more content, but how to anchor that content to the correct business identity or NAP. Reconciling descriptive content from many disparate sources to one widely accepted identity is paramount for maximizing online monetization opportunities, [such as] social advertising [and] hyperlocal targeting.

How has mobile impacted consumers? appetites toward local search?
Mobile search is local search with a higher grading scale. When the accuracy of local search was judged by results on a stationary desktop, getting a positive customer experience was much easier. Mobile search has raised the bar of what is an acceptable level of accuracy, due to the needed precision and the relative ease in which a user can evaluate search results.

Mobile search is the biggest factor accelerating improvements in local search including mapping, points of interest and business information in order to give the consumer the best possible local search experience. Mobile search is forcing all of the key players in local search to take their games to a higher level.

As for its impact on consumers, advances in technology and the rapid adoption of smartphones has kept consumer demand and usage growing.

Is smartphone penetration and tablet growth the only major reason local search has become such a fixture of consumers? daily lives?
Advancements in technology, coupled with improvements in local search have kept consumers engaged and increased the number of searches for local businesses online. Also, the SoLoMo (Social-Local-Mobile) connection and consumers? growing interest in sharing information about local businesses socially is having a positive effect on mobile local search growth.

What does Yelp?s expansion mean for local businesses?
It means the ability to get your business exposed to more potential customers through local search, which is a great thing for businesses, as reviews have become very important citations in search results. Citations or mentions of a business name or address on other webpages, are becoming more critical in the deluge of content as they help search platforms to have greater confidence in the identity the business and so help in search ranking.

Having said that, review sites also bring challenges. A negative review, legitimate or not, can have an adverse impact on a business? search ranking. Review sites are starting to be very helpful to businesses trying to address this situation. From our point of view, an equally negative outcome to the popularity of review sites is that many of these reviews are originating their own (and incorrect) versions of a business identity via crowdsourcing, rather than using a widely accepted one that is easier to match for a search platform. So the situation can result in search results where the consumer clearly sees multiple business listings for one business, all with slightly varied business identities ? different name, address or phone number details ? and differing reviews attached to each. This results in a bad experience for the user as well as for the business.

You predicted about 18 months ago a (sort of) merging of daily deals sites and listings providers ? how has that panned out in accordance with your expectations?
It has not. The daily deal space has clearly slowed, but I wouldn?t rule out another push to prominence especially as mobile search matures. And I still stand by my comment with some modification. Connecting daily deals with business listing identities is the best way to optimize monetization efforts. Deals that cannot be linked to local search platform indexes are difficult to monetize in local search. Additionally, coupons and mobile can really bring about a ?push solution? for advertisers and mobile search players. A user might not have to be searching for something specifically to find a coupon valuable. Merely coming within a reasonable distance of an establishment can trigger an action and a purchase.

What?s the future of daily deal sites ? will they evolve as broader SMB marketers, dive into the loyalty space, etc.?
Deals or coupons have always been valuable for business advertisers irrespective of the media, and the same will eventually take form in the daily deal space. The ability to analyze, learn and refine will be better than ever because there will be so much data to analyze.

What?s next for local ? will we continue to see the consolidation of services among deals providers, listings sites, marketing platforms, location-based services, etc. that seems to already be underway?
Yes ? most likely around the advancement of mobile strategies. Devices will continue to become more mobile, not less. Hyper-precision will become increasingly important in all aspects of mobile search. The map [will] become the user interface for most functions, whether it?s a consumer doing a search or a business updating their identity. And the focus will start shifting to ensuring that local search platforms can correctly assemble deep and rich content they currently have and are continuing to receive from user-generated content and social sites.

    French Alps murder victims shot after car got stuck - paper

    PARIS (Reuters) - A British father killed in the French Alps last month made a desperate bid to drive his family to safety under a hail of bullets, but his car got stuck on a verge and the gunmen moved in to finish them off at close range, police believe, according to newspaper Le Monde.

    Saad al-Hilli, an Iraqi-born British engineer, was found shot dead with his wife and mother-in-law in their BMW car on a remote mountain road near the village of Chevaline, not far from the Swiss and Italian borders.

    A French cyclist was also found shot dead though police have not established whether he was killed first or became a victim after coming across the scene on his bike.

    Although the investigation has shed some light on the sequence of events, many key details as well as the killer's motive are still eluding police, the newspaper said on Saturday.

    The gunmen also tried to kill the British family's seven-year-old daughter, beating her around the head after he had run out of ammunition.

    Her four-year-old sister survived by hiding beneath the legs and skirt of her dead mother in the backseat of the car.

    Investigators believe the killer was alone and used only one weapon, a pistol common in the Swiss army in the 1920s and 1930s, and not the sort of weapon used by professionals, Le Monde said.

    The older girl told police she and her father were outside the car when the shooting started. Unable to get her into the car, he then attempted to escape in the vehicle with the rest of the family under fire from the killer.

    However, as he backed up to get away, the vehicle became stuck when its tyres lost their grip on an embankment, leaving the family at the mercy of the killer who then shot the three adults in the head.

    The newspaper said that while it is unclear at what point the cyclist was killed, it appears his body was hit by al-Hilli's car during the attempted escape.

    After running out of ammunition, the killer hit the older girl in the face with the gun, but was apparently interrupted by someone or something before fleeing the scene.

    The prosecutor working on the case, who was not immediately available for comment on the report, has said the solving the case could take years.

    China residents protest chemical factory expansion

    (AP) ? Thousands of people in an eastern Chinese city clashed with police while protesting the proposed expansion of a chemical factory that they say would spew pollution and damage public health, townspeople said Saturday.

    Pollution has become a major source of unrest in China, as members of the rising middle class become more outspoken against environmentally risky projects in their backyards.

    The Zhenhai district government in Zhejiang province's Ningbo city said in a statement Saturday that a few people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads. It said the proposed project was under review.

    Zhenhai police said protesters threw rocks and bricks at officers Friday and that police dispersed illegal gatherings to restore the flow of traffic.

    Residents, however, said the protests involved thousands of people and turned violent after authorities used tear gas to dispel the crowds and arrested participants.

    "It started with a peaceful petition but turned into a citywide riot," said a local resident who gave only his family name, Ren, because he had come under police watch. He said he was called in by police over his frequent online postings about the project, which would produce chemicals such as ethylene and paraxylene.

    Ren said the protest intensified Friday when young residents returned home for the weekend. He said 4,000 to 5,000 people blocked major road entrances to the district and that the public grew angry when police arrested three college students and used tear gas on the crowds.

    Thousands of protesters stormed a local police station, where they demanded the release of the students and a dialogue with district officials. Ren said the protesters also went to a traffic police compound, where they overturned police vehicles and private cars.

    He said riot police moved in and formed a shield to guard the traffic police compound and that protesters threw rocks and water bottles at the riot police.

    Later Friday night, police began beating protesters and passers-by with batons, Ren said.

    On Saturday, protesters gathered in a large public square in Ningbo and shouted slogans against the project, Ren said. Many were arrested, he said.

    Photos posted online showed protesters clashing with police and holding up signs demanding that the project be halted.

    Searches for phrases including Zhenhai and Zhenhai chemical plant were blocked Saturday on the microblogging site Sina Weibo.

    The state-run Ningbo Daily newspaper echoed the district government's statement in an online editorial Saturday, reminding the public that the expansion project remains under evaluation and saying there are ample opportunities ? including public hearings ? for the public to voice opinions. It also condemned any illegal behavior.

    Residents of several Chinese cities have taken to the streets this year to protest projects such as a coal-fired power plant in southern China, a waste-water pipeline in eastern China, and a copper plant in west-central China.

    The ability for mobile technology to solve major social problems in Africa is unprecedented, says Communication Minister Dina Pule.

    ?From health to education, mobile technology is changing the way all sectors of society do business,? she said during her address to the Second e-Skills Summit 2012 and Global ICT Forum on Human Capital Development in Cape Town.

    The minister noted that a PricewaterhouseCoopers survey indicated that South Africa and Kenya were leading in mobile health deployments.

    While the applications in South Africa focused on improving the efficiency of healthcare workers, Kenya had witnessed a large number of awareness and prevention solutions, especially around HIV/Aids.

    Locally, mobile technology was also changing the way learning took place. The M-Ubuntu project uses mobile devices to support under-resourced teachers and assist matriculants.

    These were just some of the examples of how modern cell phone technology was enabling equity in the emerging information age, Pule said.

    The challenge facing South Africa and many parts of the developing world revolved around equity. This included equity in opportunity, capacity building, socio-economic equity, human equity and gender equity.

    It was clear that success in addressing equity in the 21st century would involve the social appropriation of ICTs for local benefit, she added.

    The ?absolute hunger? of people to socially appropriate ICTs for local benefit was evident in the adoption of cell phone technology in Africa.

    Africa has over 695 million cell phone subscriptions and a cell phone penetration rate of 65%. In many African countries, including South Africa, cell phone penetration rate is over 100%.

    ?We are indeed the mobile generation. Nowhere is change more evident than in the unprecedented escalation of the capacity, mobility, affordability and accessibility of new forms of ICT,? Pule said.

    The biggest potential for useful impact of this technology is in dealing with inequity in developmental states which represent more than 50% of the global population, she added.

    Africa?s young population may account for its willingness to embrace cell phone technology.

    ?This mobile mania is also being spread because the cell phone is not just a tool for communication but also a vehicle to access information, education, entertainment, banking services and health information. Mobile technology is empowering our continent and people like never before,? she said.

    In the South African context, it was important to respond to the challenges and opportunities that arise with new technology, with new approaches that recognise the importance of social and cultural aspects in dealing with inequity, prosperity; new forms of developing a creative economy; and building a more self-reliant and resilient socio-economic base.

    The minister also highlighted the importance of collaboration.

    ?There simply is not enough time for competition in this space, the costs of developmental states not working together in an ICT enabled world are simply to horrid to contemplate,? she pointed out. -SAnews.gov.za
